Jim Waters is a 27-year veteran of the District Attorney’s Office in San Diego where he currently serves as Assistant Chief of the Insurance Fraud Division. During his tenure in the District Attorney’s Office he has tried many cases involving murder, rape, drug trafficking, burglary, robbery, serious assault, vehicular manslaughter, white-collar crime, environmental crime, and embezzlement. He has served in management positions in the office and is heavily involved in community work serving on the Board of Directors for the Veteran’s Village of San Diego, St. Vincent de Paul, the Balboa Park Trust affiliated with the San Diego Foundation, and San Diego County Crime Stoppers.
After completing law school and before joining the District Attorney’s Office, Mr. Waters lived in Washington D.C. during the Reagan-Bush Administration. He was Assistant General Counsel for the National Republican Congressional Committee and also served briefly as the Special Assistant to United States Cabinet Secretary Malcolm Baldrige. He practiced as a Special Assistant United States Attorney in D.C. before returning to San Diego.
